Tripura's Vidya Samiksha Kendra has in a span of ~2 years given us a quiet story of commitment, grit and perseverance.

When VSK started the state already had an MIS which unfortunately had not worked out, a fully offline system of data collection which was tedious and prone to errors resulting in extremely challenging beginnings for any applications to be deployed in the state or data to be reliable.

Brick by brick the teams both from ConveGenius and the State have built the systems on which everyone can now proudly and with a lot of conviction say that data backed action is happening. Data that is reliable and action that will be measured against goals.
To put this in context, the state’s NIPUN Cell used to engage with the Project Approval Board the way most state education departments do- submit last year's numbers, some administrative housekeeping, and wait for objections or approvals.

The systems built painstakingly in the last two years changed that for good. The state assessed Grade 2 learning across all 371 government schools in the state, reaching 4,922 of 5,164 enrolled students. The data that came back were specific enough to sit with: 52.23% at NIPUN level in numeracy, 61.26% in literacy, and a quarter of students clustered close enough to the benchmark that the right push could move the state's NIPUN outcomes.

Tripura's NIPUN Cell this year submitted a proposal built entirely from its own evidence: the FLN Accelerated Support Programme for Grades 1 & 2.

Two more proposals followed: FLN support for Grades 3–5, and a NIPUN Bharat Monitoring, Mentorship & Governance Framework spanning all five grades. One strong baseline that was the result of data systems built under the ambit of Vidya Samiksha Kendra (VSK) has resulted in three data backed asks. This is the true power of data and compounding efforts.

At a recent SCERT meeting on teaching-resource adoption, with two partner organisations present, the SCERT Director explicitly said that VSK data should be treated as the source of truth for everything being tracked in the state. The officer heading the NIPUN Cell mentioned to the team that the Principal Secretary had cited the Grade 2 assessment directly as the reason for his confidence in the system.

The data systems and tools that have been built under VSK are also showing up their adoption and impact in other domains. When VSK's attendance data flagged inconsistencies blocking full adoption of daily marking, the district MIS officials sat down and started closing the gaps, a cleanup that's nearly done. Districts and blocks have started asking for their own dashboards, their own local VSKs, wanting to make their own decisions in real time. All the cadres are more careful entering data now, because they know it feeds something that acts.

The latest initiative widens this frame further: Tripura is extending its monthly spot-assessment programme from Balvatika 3 - Grade 2 all the way to Grade 5, covering over 4,100 schools reaching more than 2.5 lakh students. Block Resource Persons, who used to visit schools to observe how teaching was going, now also capture a student's actual learning level on the spot, on a digital tool,  turning a routine classroom visit into an evidence-based conversation with the teacher.

The state’s confidence in the data systems and tools it is building is unmissable. Speak to officers in the state and you will hear the ambitions the state is working towards-  a top-10 finish in next cycle of PARAKH, and reliable learning-progression data covering at least 80% of its elementary students.
