Personalized Adaptive Learning (PAL) is transforming classrooms by tailoring learning to each student’s needs, pace, and skill level. By continuously assessing performance and adjusting the difficulty, content, and support in real time, PAL ensures that no learner is left behind. It addresses diverse classroom learning levels, builds mastery in core concepts, and fosters student confidence, making it a powerful tool for improving outcomes, especially in resource-constrained settings where teachers manage large, heterogeneous classrooms.

Over the past few years, Personalized Adaptive Learning has been tested and validated in diverse geographies across India, consistently delivering measurable improvements in student learning outcomes. In Rajasthan’s Mission Buniyaad, students showed an increase of 21 percentage points in their learning score within two years. Similarly, under the NITI Aayog’s PAL program in four Aspirational Districts of Uttar Pradesh, students have demonstrated 0.9 years to 2.5 years of additional learning gains within 2-3 years of implementation.

A recent preliminary note by Samagra Shiksha Andhra Pradesh highlighted the RCT study conducted by Nobel Laureate Michael Kremer. The study found that students using PAL achieved 1.5 to 2.5 years of additional learning, demonstrating the model’s effectiveness at scale. The official report is awaited.

These results prove that PAL is more than just a digital learning tool. It is a scalable, evidence-backed model that works in heterogeneous classrooms and resource-constrained schools. By adapting to each learner’s pace and needs, PAL bridges learning gaps, supports teachers, and drives equity in education.

Building on this strong evidence base, a coalition of leading organizations in education, philanthropy, and consulting have come together to scale the impact of PAL across India. This alliance, called PAL Works, is the result of a collaborative dialogue between Dalberg, Central Square Foundation, ConveGenius.AI, EdTech Tulna, Educational Initiatives (Ei), GDi Partners, Khan Academy, Pratham Education Foundation, Michael & Susan Dell Foundation, Boston Consulting Group, CEGIS, and many others committed to advancing learning outcomes. The coalition’s mission is to extend proven PAL programs to all 1.2 lakh ICT labs in government schools nationwide. By transforming these labs from basic digital literacy centers into personalized learning hubs, PAL Works aims to deliver equity, efficiency, and measurable outcomes for millions of students.

Within the PAL Works coalition, ConveGenius.AI is spearheading two crucial enablers for large-scale adoption— the Procurement Playbook and the Implementation Playbook.

The Procurement Playbook addresses a long-standing gap. While many state governments recognize the potential of PAL and already have funded ICT labs under the National Education Policy (NEP) 2020, there is often no standardized reference for procuring the hardware, software, and supporting infrastructure needed to transform these labs into fully functional PAL learning hubs. ConveGenius.AI is developing a practical, step-by-step guide that will help government officials and decision-makers navigate equipment specifications, vendor selection, and infrastructure readiness, ensuring that investments are efficient, transparent, and aligned with PAL’s requirements.

The Implementation Playbook goes beyond infrastructure, offering a comprehensive roadmap for programmatic adoption. Infrastructure alone does not guarantee improved learning outcomes; it must be paired with the right program design, trained people, and technology integrated with data. This playbook will guide states in setting clear performance indicators, structuring teacher support systems, and ensuring sustainable usage of PAL labs. By addressing programs, people, and tech with data holistically, the Implementation Playbook will help state governments move from installation to impact, ensuring these learning labs translate into measurable gains in student learning outcomes.

With a proven model, strong evidence from multiple geographies, and a coalition of some of the most respected names in education reform, PAL Works is poised to redefine how technology and pedagogy intersect in India’s public education system. Scaling Personalized Adaptive Learning across 1.2 lakh ICT labs could unlock unprecedented learning gains for millions of students.
